Synopsis
Sinopsis
An aging activist wages a solitary struggle against the expansion of an oil refinery in his tiny fishing village.
All the while the other villagers are infectiously united in their indecisiveness between sustainable change and short-term social security.

Hung Chen
Hung CHEN (1992) is a Taiwanese director, screenwriter, and editor. Master of Fine Arts in Filmmaking in the Department of Motion Pictures at the National Taiwan University of Arts. His short film “Icarus” was selected for Taipei Film Festival, When The Wind Rises is his latest work.
